It would cause a HUGE catastrophe for people who choose not to keep Sabbath, and choose not to practice religion.

Second off, not eveyone views Sabbath to be Sunday. I myself view the real Sabbath to be Saturday. But I will respect people who view it to be Sunday.

Third off, employers who don't believe in God or what have you are not even going to think about keeping Sabbath. (Though I can understand some occupations like fire/police/paramedic/medical because a lot of people have things happen on Sabbath that cannot wait until Sabbath is over)
In America, to have Sabbath as a law would prevent freedom to not keep it holy.

but coming from a Believer's standpoint, I can understand why you would make that question.

All moral codes derive from evolution, which applies to societies as well as to species: a society which adheres to a sound moral code will survive preferably to one that does not. An action which can be reasonably expected to be detrimental to society as a whole will be denounced as immoral. The claims of religions to be definers or arbiters of morality are groundless.

"And thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind, and with all thy strength: this [is] the first commandment. And the second [is] like, [namely] this, Thou shalt love thy neighbour as thyself. There is none other commandment greater than these. " (Mark Chap 12)

Micah Chap 6 puts it this way: "He has told you, O man, what is good; And what does the LORD require of you But to do justice, to love kindness, And to walk humbly with your God?"

That's it. From these we can derive the Ten Commandments.
