It means the number is blocked so that if someone else has caller ID you won't be able to get the number; thus, it is restricted. This is an option you pay for monthly with your telephone carrier. It's pretty much the same as private. I think the difference is the private number is unlisted. The restricted number might be listed but they pay to have the number blocked when calls are made for an extra fee.

PhoneDetective is a caller ID application that covers landline numbers, cell phones, and business lines in the United States. Check here ( http://reversephones.info ) The way it works is simple: Step 1: Enter a phone number into the search box (you can begin a search here) Step 2: Preview your results (basic information about the number, such as city/state) Step 3: Pay to view full results (name and address of owner, if available). There are many reasons why you might want to conduct a reverse phone search: 1- Find out the source of a harassing ("prank") caller. 2- Research a number that appeared on your phone bill. 3- Locate an old friend from high school or college 4- Research "missed calls" on your caller ID that you don't recognize. 5- Verify an address. -6 And more... This is the link for Reverse Phone Lookup / Cell Phone Number Search ( http://reversephones.info )

The best reverse cell phone lookup service that I have tried is http://reversephone.toptips.org
From using a reverse cell phone lookup you will be able to get the callers name and address just
by typing the phone numbers they will tell you the details related to the number.
The reverse cell phone lookup service has your details available they will give you the cell phones location. For a full report including a name and address and other interesting informations you will have to pay.
Enter the number in the system and they will tell you a lot of informations about the phone number and the person who owns it.
If they have extra details you will have to pay for the report.
Free reverse phone lookup sites generally provide the most basic of information such as name and it works only for landlines. To get further information, money will have to be paid. The free searches do not provide much more than what can be found through the phone book.
This service is great, I used it a lot f time with great results: I always obtained what I was searching for.
I definitely reccomend this service.

anyone can call you from a restricted number. you have to get anonymous call rejection on your line. If you do this, people will get a recording that says you this person doesnt want to get calls from blocked numbers. private and restricted are the same thing basically

It means that person has selected to be UNLISTED/Not Published from the phonebook and any online service. *67 will show that you made your number private for that one call. A lot of companies who have A LOT of different phone numbers generally go that way and people who are in law enforcement.
