I have a question about windows movie maker. please help!?

i'd like the movie to run normally, then when it gets to a certain point, i want it to pause the picture and have a title on it. anyone know how to do that?

This is easy.

Pause the video where you want the pause to be.

Make a screen capture of the image

Make a split at the same point

Insert the still image and set the duration of that for the required time

Add the title overlay

That's it! Roll it!
