I love running early in the morning! If you have never experience the still and solitude of the early morning hours, it is great to watch the world come to life.
I'm a little worried about your neighborhood being safe "for the most part". That means to me that there might be a part that is questionable. What about getting up early and doing homework? Perhaps it might be better to look at your actual scheduling and changing your schedule to allow for running in the afternoon.
Morning Running Tips:
Allow for extra time to warm up because your joints and muscles have been completely inactive for the most part for several hours.
Drink a little juice or eat a small amount of fruit to get your glucose levels up.
Be sure you run on a very familiar route. Your mind is still in a waking mode and your reaction time may not be as good as it normally is. Also no headphones. You need to focus on what you are doing and your surroundings.
Until you get use to your new routine, expect to feel a little drained and dragging in the afternoons and evenings.
Cold Weather Tips:
Be sure to protect exposed skin.
Dress in loose layers. (yes, I have seen runners in "Underarmour" outfits and I even have some for races. But for just training runs, this works best for me).
Wear hat and gloves
Look out for ice. It may not have rained in a while, but people may have washed their car, etc.
Chap Stick is imperative.
Important Tips regardless of the time you run - tell someone your exact route and how long you expect to be gone. Even if it is just a note stuck to the refrigerator. Or take a cell phone with you. (if you don't have one yet, I'm sure your parents would let you take theirs with you.)
ID tags for your shoes can be purchased, but a piece of paper and a safety pin works too; pinning the information inside your shirt.
Wear something that is light colored or reflective.
Run where it is well lighted and not isolated. Remember - A well lit park after dark and late is still empty and isolated.

At that hour of the day, its safe in nearly any neighborhood. The troublemakers are either asleep or too messed up from the night before to do you any harm. If I still had kids that age, I'd have no problem with it.
You do have to be careful of all the half-asleep drivers, though. Wear bright or reflective clothing, and assume you are invisible. Sadly, motorists often believe stop signs and turn signals don't apply if they don't see anyone around. Also, you have people delivering morning papers driving in random and unexpected directions.
The big payoff: There's nothing quite like a run through the woods at dawn on a perfectly still winter morning.

i do the same run outside in the morning around 5 30 am
only problem is that its an easy thing to say but its hard to get up right out of bed and get ready for a run early in the morning when the sun hasn't come up you feel lazy and not ready to do anything
but about safety don't worry about just be sure you know the route your taking so you wont get lost

TONS of people run in the early a.m., but just assume that no one sees you, like drivers will not avoid you or stop for you
just assume that everyone else is brain dead at that hour
on the question of allowing my sons at age 14? I would worry
Also: do not wear headphones listening to music that provide a sense of isolation and being in your own bubble; someone in my neighborhood was literally hit by a train because they always listened to loud music (this was while riding bicycle; he was in a club and was well-known for cranking it so loud that he was totally oblivious to surroundings)

I think at 14, you should trusted to go running by yourself unless you live in a crime riddled area. I did when I was 14. All I can say is dress warmly! Don't over clothe yourself, though because then you won't be able to move.

A good run ALWAYS gives me energy, more than I had before I started running usually. So yes, it does wake me up. And as far as what to wear, make sure you dress warm and bring water if you can. As stated though, don't overdress, you don't want to be immobile
