Because your story is NOT possible. You are given a copy of the paperwork ON THE SPOT after the test. Everywhere I have ever had a license, you get your actual license in the SAME place you take the test. That means the ONLY way the could lose the paperwork is if they dropped it in the parking lot on the way in from your car.

Why should he believe you? Does he know you personally? Was he there the day you passed and were handed the piece of paper? No. Do people tell the truth all the time to police, even if they're going to get into trouble? No. Is it likely that you have lost the proof yourself or, haven't passed. Yes. If you have passed, then you can go back to whoever tested you to get a copy of your pass certificate, so then there would be no problem!

If your confirmation was lost then you would have been issued with paperwork to that effect. I'm not surprised the Police didn't believe you.

If you have been charged or given an instruction to produce documents that is your opportunity to set things straight. Get onto the licensing authority straight away explaining the situation and you will be fine. They cannot charge you if you haven't broken the law.

Police Officer's learn a very valuable lesson their first few months on the road. That lesson is: Even the sweet little old lady's taking a Sunday drive will lie to you to get out of a ticket. Police officers need proof, they cant take everyone's word for it.

Because if your official papers were lost, they would have given you something in its place for just such occasions.

A cops job is to enforce the law regardless of WHY the law was broken. Its up to the judicial system to determine if and what infraction deserves punishment.

DMV are a bunch of screw ups. The cop does not care / is just goal oriented to try to get tickets / arrests. This is how they measure their performance. I know it lacks logic / creativity and citizens suffer for that.

People lie to us CONSTANTLY, everyday, day in and day out. I'm afraid that it happens so often that we need proof to believe anyone sometimes.
