I have a Russian Blue without papers. I know for dogs you can send a picture to AKC and they can tell just by that. Is there something similar for cats?

No, for AKC the PARENTS have to be registered. You can register dogs with one of the SCAM registries with a picture.

Bottom line, if you have no papers, there is NO proof that your cat is purebred. Especially in cats, because many common cats can look like a breed. You would be suprised how many people think because they have a grey cat that it MUST be a Russian Blue. Or just because it is big and tabby it is a Maine Coon. OR ANY Siamese marked cat MUST be pure.
The CFA...the ONLY reputable cat registry, will not issue papers based on a photo.

you cant.
there is a blood test available for dogs now but its not yet available for cats.
without the papers of its registered parents there is no way to tell for sure...

AKC is for dogs, CFA is for cats and no they cant tell you by looking at a picture. (neither can AKC)just because the cat is slate blue does not mean its a russian blue. please spay/netuer and enjoy your PET
