Sorry but I have two questions.
(1)Would being in a Mentel Hospital.
(2)Would being locked up in jail for "Disorderly Conduct".

Both more then ten years ago. Stop me from geting an American Passport?

If you need to know the countrys I would like to go to I would like to go to Germany and/or Phillppines.

NOPE. Getting a passport requires that you be an American citizen. You need multiple proofs of identity, photos, and forms. It takes weeks. Neither 1) nor 2) above generally have any impact on a person's ability to get a passport. Go to your post office or go online for forms and ID needed.

Some coutries require that valid passport holding citizens of other countries get a Visa to visit their country and different countries have different requirements--like blood test for AIDS. Most European countries don't require Americans to get a Visa. Not sure about Phillippines, but China does require Visa be obtained in advance.

Neither would stop you applying for a passport, however the jail sentence may hinder your ability to obtain a visa to those countries and gain entry at your port of entry.

Before anyone says, yes I am aware that a U.S. citizens does not need a visa to go to Germany, however an arrest and/or conviction may make you ineligible to use the visa-free option.

This is something which you will have to research - the German and Philippine Embassy in the United States is where you should find this information. A simple search in Google will provide you with the correct link.

You have asked some very good questions. To apply for a passport the first time you must apply in person. You can go to your local post office to apply for a passport. I would ask the representative these questions.

Or if you live close to a passport office, I would apply and ask my questions. This would be your best option.

You should have no problem with passport or visa to most countries . Philippines requires no visa for 21 days stay
