Any program (free...maybe a site)...that can enlarge photos without stretching them out into blur?

i need to enlarge some photos, but i dont know how. I dont want to stretch them out till its blurry nonsense.

The eventual blurring (and at what size it happens) will depend on the size and resolution of the original, as well as what size you want to blow it up to, not the program. If the photo is small or of low resolution, it will blur almost immediately, even with the slightest enlargement.

What Donna said, but at least give it a try. Check out the free program irfanview.com. Got to re size and don't forget to save it after you change it.
