Is there any way for a PAL ps2 to play NTSC format?

There are a few rare games that I want however I can only get them in the NTSC format.

Officially, you can't. Unofficially - there are Swapmagic sets or modchips available on the grey market. But it's ILLEGAL!

I don't think swap magic is illegal if you buy the foreign game, but I'm no expert.
