Sanctity is not just that life is worth a lot, it is that life ought not to be thought of as being in some category where we can put a value on it.
Sanctity is like taking care of someone else's property. We can't put a price on it because it isn't ours. We can't put a price on life because life isn't ours. Sanctity embodies the idea that there is a higher moral authority than ourselves, i.e. God.
Quality of life is the dangerous notion. If we see someone who has severe problems, we feel pain through our human capability for sympathy. If we propose terminating that other person's life, can we be sure we're doing it for the other person or are we doing it for ourselves? Our experience with Dr. Kevorkian shows the danger because I think he wound up taking other people's lives for his own pleasure.

Quality of life refers to the degree to which a life is worth living.
Sanctity of life is a deranged notion that life must be maximised, even if it's a life of agony.
Happily, this lunacy is not applied to animals, who for once are better off than humans in being allowed to leave their lives when their quality has declined to near zero.

"Sanctity of life" - means that life is sacred, that all human beings regardless of race, gender, color, age, or disability are created in the image of God and that society has a duty to protect every living human being (without redefining the words "living" or "human being")
"Quality of life" means the degree to which one's life is pleasurable, enjoyable, pain free etc. It is used by those who advocate euthanasia and/or assisted suicide for persons who's "quality of life" is low - such as those individuals in a coma, or with a severe disability, or a painful terminal illness... etc.
