It's perfectly legal. Just address it like this:

(The person's name that you want it to go to)
C/O (which means care of) (The person's name who lives at the address)
Address
City, Zip

If you do the C/O thing, then the post office won't return it because they don't recognize the addressee's name.

Yes, it's legal to send your mail there.

But it's illegal to use that mail to show someone that you live at that address if you actually don't.
