If you have enough practice in an environment where the languages are spoken, have a good memory and attention span, then you can learn to speak as many languages as you want.

The cardinal Giuseppe Mezzofanti ( 1774 - 1849 ) could speak more than 50 languages, translate 114 languages and 72 dialects.
He learnt the dialect of an elderly woman to be able to confess her. He was called "The Living Pentecost" because he could speak in his native language to any pilgrim visiting the Vatican
Henry Schliemann, discoverer of the ruins of the city of Troy, could speak 18 languages. He learnt Spanish, Italian and Portuguese in six weeks each.
To test his ability to speak Arab, he visited the Mecca disguised as a pilgrim, and entered the mosque saying versicles from the Koran
Previously he had a circumcision, because if the arabs had discovered that he was not a muslim he would have been killed

You don't necessarily need to be smart, you just need a good memory. If you expose yourself to it on a regular basis and study on a regular basis (probably beyond school) you can learn another language. The most I know of personally is three. People in Europe generally know about three or four, such as the national language, English, neighboring country national language, common European language (French for example), and a local dialect or other widely spoken language within their country.

I feel a person could learn every language in the world but they would have to be really smart.

In Europe six languages is common, so based on that , I would guess fifteen would be possible.

no limit whatsoever,as many as they want to.I only speak english ,greek,maths ,and body lingo !
what you mean maths is not a foreign language !
