No. There have been more terrorist attacks recently then natural incidents.
Now, the degree of damage would potentially be more widespread in a natural incident (earthquake) than in a terrorist attack. Furthermore, you can do something about terrorist attacks, for the time being you really can't do anything about an earthquake.
So, I guess it really depends on whether you're talking about a need to worry about (1) the chance of occurence or (2) the resulting damage/death.

In truth, yes. Israel has shown its ability to triumph over terror, even if not completely. Rockets may continue to be a threat, but if we compare the state of Israel today to just a couple years ago, we find that Israel has done a remarkable job both fighting terror and recovering from it. A major earthquake however is something different entirely. A bad earthquake can be devastating to Israel, especially taking into account the sheer number of old buildings in the country. Geological estimates would suggest that a large one is on its way; hopefully Israeli architecture will be prepared.

It would be a disaster if a earthquake were to spark another war.
That last major earthquake that the article mentioned also did serious damage to the dome of the rock
