I have this concern whenever I put up outside lights. But, mostly if a plug is going to be exposed where it's plugged into a socket of an extension cord or something. For things like that, I wrap the connection in plastic wrap and tape it. But, I don't worry about the fixtures themselves if they're designed for outdoor use.

Outdoor Christmas plugs and extension cords are designed to be used outside and therefore, have all of the necessary protection they need. If, however, you have a cord that is frayed, you stand the possibility of an electrical problem.

I dont think that would be safe
if the cords get heated (and they will) the plastic might melt and cause a fire and surely you dont want that
go to home depot or lowe's and ask an associate for their idea

they're specially designed for outdoor use thats why it says outdoor on the packaging.
if they're for indoor use only then yeah wrap them in plastic as they won't be protected.

I've had my unwrapped the past 5 years and it hasn't done anything to my house. If there is exposed wiring something might happen.

ah no, as long as they are properly grounded (check the box) but it usually means 3-hole pronged.
As well, you need to make sure they are up to date, no rubber or covering should be lose or peeling off and overall they should be in great condition
