THe ps3 console comes with the controller and the USb cord necessary to hook it up to the ps3 or to a computer for charging.
When you buy an extra controller that too comes with a usb cord for hooking up to your console for charging.

When you buy it there should be a wire in the box.
Connect to the controller, and connect it to the front of the Ps3 there's like.. a port where you insert the wire in.
It's kind of small.

Do you have some kinda short cord? If you do, then plug it up to your ps3 (i think you open a panel under the restart button or something) and then plug it into the conrtoller. Ps3s rock so hard!
