its all grey, its not slow or anything, i waited like 20 minutes at one point and it didn't change. but the "x" wont close it. Ctrl + w won't either. escape wont close it. the mouse has like no power on it. right/ left click wont work on it. what do I do? and also how do i fix it so i can use it again? please and thank you.

ALT+TAB to see if something is open. Control Panel applets have a tendency to hide their presence when opened (they dont have a taskbar presence, sometimes).
ALT+TAB will allow you to cycle through windows.
One of the applets is probably telling you something like, "Please close this window before exiting" or similar, and this is preventing focus from going to your Control Panel screen.

You can close this by right click on the bottom tool bar.Select task manager. Click applications tab, and there you click end program.

you should restart your computer.
press a button few seconds.
after starting up your computer, check the control panel.
