When I create a simple black and white jpg file and save it it always opens with "smudges" that get increasingly bad. This is ridiculous. Is there a free program that will not do this, or, can I make paint work right?

MS Paint, as you have discovered, is a terrible program. Just forget it.

GIMP is free and good photo editor.

OpenOffice has a drawing program that is okay but not for photoediting - also free
www.openoffice.org

IrfanView, great free image viewer and can do lots including managing your files and converting between image formats.

Picasa is a free photo editor and photo manager, also free.
