1. There is no particular time for the prayer.
2. What is to be recited in Salaat al-Istikhaarah
There are three opinions as to what should be recited in Salaat al-Istikhaarah:
(a) The Hanafis, Maalikis and Shaafa'is said that it is mustahabb, after reciting al-Faatihah, to recite Qul yaa ayyuha'l-kaafiroon in the first rak'ah and Qul huwa Allaahu ahad in the second. Al-Nawawi said, explaining the reason for that: It is appropriate to recite these in prayer, to show sincerity and expressing your leaving your affairs to Allaah. They said that it is also permissible to add other verses from Qur'aan where the context refers to the idea of making a choice or decision.
(b) Some of the Salaf said that in praying istikhaarah it is good to add, after reciting al-Faatihah, the following verses in the first rak'ah:
"And your Lord creates whatsoever He wills and chooses, no choice have they (in any matter). Glorified is Allaah, and exalted above all that they associate (as partners with Him).
And your Lord knows what their breasts conceal, and what they reveal.
And He is Allaah; Laa ilaaha illa Huwa (none has the right to be worshipped but He), all praises and thanks be to Him (both) in the first (i.e. in this world) and in the last (i.e. in the Hereafter). And for Him is the Decision, and to Him shall you (all) be returned"
[al-Qasas 28:68 - interpretation of the meaning]
And the following verse in the second rak'ah:

"It is not for a believer, man or woman, when Allaah and His Messenger have decreed a matter that they should have any option in their decision. And whoever disobeys Allaah and His Messenger, he has indeed strayed into a plain error"
[al-Ahzaab 33:36 - interpretation of the meaning]
(c) The Hanbalis and some of the fuqaha' did not say that any particular verses are to be recited when praying Istikhaarah.

There is a masnoon prayer (prayer of the Prophet). Its translation goes like this: I seek guidance from knowledge of t
Thee; I seek power from power of Thee; I seek bounty from the limitless bounties of Thee. Thou only have the knowledge and I have no knowledge; Thou have power and I have no power; and Thou are the best of those who knows the hidden. Bestow me the thing I am seeking if it is good for me and make it easy for me; and make the thing I am seeking away from me and make me away from it if it is not good for me and give me the one which is best for me.
3. Two rakats.

Dear,

Bismmillahhirrahmannir-Rahim.
Assalamu'alaikum Warahmatullah-hi Wabarakatuh.

I have read all answers from those that really want to help you.

If I may say, "Solat" is the Most Important Rukun in the five Pillars of Islam. The Order for Solat from Al-mighty Allah Subhanawata'ala is direct to Prophet Muhammad Solallahhu 'alaihi Wassalam and not through Gabriel. For many times Prophet Muhammad sees Al--Mighty God Allah Subhanahu Wata'ala to reduce solat from 50 times to 5 times a day. This was with the advice of Prophet Moses "Alaihis Salam..

There nothing on how to Solat in the Al-Qur'an. The Prophet Muhammad ask the followers to follows the way how the prophet Muhammad Solallahhu 'alaihi Wassalam himself Solat to God Al-Mighty Allah Subhanahu Wata'ala.

Therefore my Brother Muslims. To "Solat is not in the Yahoo Answers! to tell you. You may have read from the other brothers of the Muslims on "Solat", but that is not the way.

As a Muslim is my duty to tell you. You a have to find a Teacher. You must learn from a teacher. He will led you. He will show you the right way performing the "SOLAT". Go the the Mosque or any Muslim Society and seek for helping. There shall be books as a guidance for you to memories all the words in Performing "SOLAT". Never perform "SOLAT" with only following Books and Internet. Its totally "wrong". Solat are practical doing in worshipping Allah. There's not much theory.

In Performing Solat you must learn from a teacher. There must be a Teacher to teach and led you. Solot is the Pillar of the religion. The correctness and the truths of Solat to God must be learning through a Teacher.

Telling you in Yahoo Answers is absolutely not the right way.

Wabillahhitaufiq Walhidayah Wassalamu'alaikum Warahmatullahhi Wabarakatuh.

Prayer isn't repetition. Prayer is what you feel from your heart. You can pray whenever you feel you need too, God is always there for you and he is always listening. Just think about the way you would talk to your best friend about a deep subject. That's the way you should communicate with God and you can draw closer to him.

Pray to God like you would talk to your father.
Pray with FAITH, as much as you can muster.
Pray that your needs are fulfilled according to His will.
