I don't know about cheap or offended, I never let people I don't even know affect me on that level. I would, however, give him his money back and nicely tell him to find a waitress.

I'd tell him i'm not his beer wench and i'd say no thanks. Either he's too lazy to wait in line at the bar, or he's underage, or he wants to show his friends that he can order you around. No matter how you look at it, its disrespectful.
