Older wranglers have always been great offroad, and offroad accessories are very easy to find, most 4WD shops can easily modify a wrangler for anything you wish. The new FJ cruisers I haven't heard enough info on to guarantee their ability offroad, but I'm sure they can survive light to moderate offroad use.

Whoever mentioned a Hummer, yes they are capable offroad, but in a lot of situations they are just to dang heavy and cumbersome. You can't drive a hummer down a dirtbike trail like you can a wrangler. Even my Grand Cherokee has seen many dirtbike trail runs without any problems. I've driven military HUMVEE's for 6 years now and at least the military version is very un-reliable. They're completely useless in a forested environment due to their size, the "diesel" engine is over-rated in the HUMVEE, makes more noise than it has power.

The Jeep will be the cheapest rig to build. Both older Jeeps and FJ's need some mods to make them better. You will really need locking differentials in what ever you choose to run.
FJ's are fantastic trucks but they can be more expensive to build and a bit harder to find parts although they are pretty much bullet proof if you can find a clean one. Much more pricey from the start.
You can easily find an ol CJ7 for $1000 and put $5000 into if for an awsome rig! Your looking at $7000 to find a comparible FJ.
I would stay away from the hummer (H1). It is the best designed factory vehicle made but it's still not worth the money.
Go to ebay and look at prices for Jeeps and FJs. That should give you an idea of what your budget can handle. For me its Jeep all the way!
Good luck and have fun!

the wrangler! only the original fj-40 landcruiser is close to the cj's or the wrangler. the fj cruiser i have seen in very mild off
roading and none in stoddard valley doing any rock crawling
like i do with my 88 gmc suburban v-2500 4x4 or my
83 amc/jeep eagle 4x4 wagon.

The Wrangler is unbeatable offroad. It doesn't have the comfort of an FJ onroad but offroad it cannot be beat.

in my opinion neither of the cars aforementioned are not really off roader but 4x4 built for the road .your best off importing a british land rover or a nissan qashqai .But if you only have the choice of them two cars i would use a jeep wrangler .
