they want u to send the $4.00 but then again, u can do it free online. they claim that they're a member of the chamber of commerce

Yes my dear, it is a scam. Anyone would not ask for any monies over the internet unless they were legitmately selling you something. Anyone can be a member of the Chamber of Commerce. You just pay a fee.
Don't read too much into it. There are a lot of bad people trying to make a million dollars by sending out a million postcards requesting $4.
Delete them, they often contain viruses!!!

More than likely. But they prey on people and take only $4.00? Doesn't seem like a lot to lose, but multiple that by 400 people sending in their $4.00 and then the guy behind it starts to make some decent money.

Plus if you can do it online for free, why spend even $4.00?

I belong to two Chamber of Commerces. That doesn't always make a person credible, just means they have the ability to pay the membership fee.
