There are two ways to get a refund.

1) A refund of taxes withheld. If you did not work, then you didn't have any taxes withheld.

2) A refund due to refundable credits. Both refundable credits (Additional Child Tax Credit and the Earned Income Credit) only occur when you have "earned income". Earned income is income from salary and/or wages.

Bottom line. There is no way to receive a refund if you did not work.

If you have no earned income you pay no taxes, so you have nothing to deduct you new son (congratulations) against.
You may be eligible for a welfare. Contact the welfare office in your county.
