We are having a an open bar at a banquet facility. Are we responsible if anything happens in terms of drinking or driving, or is the facility?

We arn't just renting the facility. We have contracts with them, and the open bar is part of the contract.

If the facility allows alchohol, especially if they are providing the alcohol, they are required to have the appropriate liability insurance.

The place that I had my son's Christening did not have a liquor license, and I was to provide my own bartender and alcohol. They wanted me to put a rider on my homeowner's insurance! I told them they were crazy and went somewhere else.

We are in NJ and we were told it's not normally a problem unless the person is under age. If your over 21- you can't sue the people or the facility for your stupidity. Think about how many people would be rich for suing the bars.
All bars and facility have insurance and only an idot would try to sue after drunk driving.

You and the facility would be responsible because you are paying for it and the facility is employing the person actually pouring the drinks (or not cutting off the flow of booze).
And not to knock Bubbles, but she's wrong. Alot of people (victims or drunk drivers or their estates) have sued bars, or the hosts of parties for not cutting off a person's access to liquor or not taking their keys away. And they've won.

I would check the local laws where you are having the reception. Where we had our reception, we were responsible. That's why we chose to only have a wine bar for the first hour and then no alcohol after that. I didn't want to take the chance. Plus, I didn't want beer or anything else accidentally spilled on my dress. It worked out well and everyone had a great time.

Whoever provides the alcohol usually but both can be. If the hall is providing it as part of your caterer contract, they are more likely to be but if you are just renting the space and finding your own caterer providing your own alcohol, you would be.
