I have a portable '12 v. jumper pack-portable' with a cigarette style power tap. Would it be most efficient to utilize a step down transformer that taps into the back-up battery connections vs. a 12v. d.c. to 120v. a.c. adapter?

Get a UPS (uninterpretable power supply), plug the cable modem into it.

You can buy one at Best Buy for ~$50.00

I've got a UPS on every computer in my house.

Your best bet is to get a UPS (uninterruptible power supply). The more money you spend, the longer backup you can get.
