It's an AC to DC converter with amplification so that the measured DC voltage is the same as the measured (RMS) AC voltage input over a low voltage range. The diodes form a bridge and the adjustment in the lower right corner allows fine tuning. I don't know enough to tell if it requires a slowly changing AC or if it will work as a volume or power level display.
