It all depends on your total income; plus how many of the dependents are under age 17. For those under 17 you have a thousand dollars a head in potential child tax credit due you and yada. Taxes are like a puzzle; you have to put all the pieces together to see what you have a picture of.

If you make under $25K or so, then yes, probably most or all of your federal withholding. If some of those dependents are your kids under age 17, then the amount you can make and get most of your withholding back is a lot higher. But if you are high income, then you won't get most of it back.

Generally, yes you will. However, if you make over $1,000,000, for example, you will not get most of your tax withholdings back.
