ok, I hardly ever differ in opinion from Boom, but he's crazy.
So the best Italian is Antonio in Apgu-jong.
Not just hte best Italian in Seoul, but it rivals the best anywhere in the world. it has been written up in "Gourmet", so it is not just my opinion. But be prepared to spend. it is so worth it.. atmosphere and all.
The pasta with eggplant is the best.
Looking for soemthing to impress tourists?
teh saturday brunch at hte Westin Chosun OR the saturday or sunday high tea service at the Grand Hyatt: both have excellent food choices.
Looking for something simple that hits the spot;
Butterfinger Pancakes, also in Apgujong, near to Antonio. (same street) Order egg and cheese on a homemade biscuit or Ginger pecan pancakes... also, hosue made orange-ade. Pancakes come with choise of house-made compotes. (banana is best)
Lunch?
Probably Seesaw, not far walk from Jongno building.
Best Korean is at Samcheong Gak.. 7 - 10 course set menu.. views are terrific also. Make sure to see the show in teh same building. It is a well-kept secret from tourists, who flock to Sanchon or the Korea House. (both WAY over rated)
Also over-rated: top of the Cloud restaurant in Jongno building. (waste of money)
The restaurants everyone else mentioned are just ok, run of hte mill restaurants using frozen products, etc.
Although Seoul has NO Top run Mexican restaurant, if you must eat Mexican, go to CAsa Loca, again in Apgujong, where everything is fresh and house made.

When I go to Seoul I avoid both Korean food and fancy places to eat. So... you know how it goes. There are so many awesome holes in the wall that have no name.
There is a Greek place in Itaewon right next to Three Alley Pub. I had been in the mood for Greek food for a while when I saw that place, so it was my favorite for a while.
Another good one is Mr Choi's Tacos by Yonsei on the same side of the road as Tasty Kreme.
Another one in Itaewon is Geckos 2. It is on the road behind the Hamilton.
And i think that everyone needs to eat the overpriced sludge in the revolving restaurant on the top of Seoul Tower at least once in their lives.
Here are two huge disappointments: Hooters and Hard Rock Cafe. Hooters is never very good but you go there for other reasons... you can imagine how it is in Korea. I have been to the Hard Rock twice and neither time was it anywhere as good as other nations I have been to.

I love Omuto Tomato. Its not the best fanciest restaraunt, but I love their omurice. Theres many, including 2 in myeongdong, on in the coex, one at the express bus terminal. Norita is a popular italian restaraunt and it is pretty decent, but I just can't recommend it because I grew up in an italian town. Its hard for me to eat italian food now because I know what REALLY good italian food tastes like. But the atmosphere there is nice, and you can find it in Gangnam and I think theres one in Myeong-Dong as well.

There's a Burger King near the Olympic Park. At least when I went there a while ago there was. lol x In terms of Korean Cuisine I can't answer I'm afraid. It might sound silly but it was a lifesaver at the time.

ok ONE THING ABOUT KOREA:
go ANYWHERE. not expensive.
especially newar 목ë (mokdong), or ê°ë¨.gang nam.
near dong nae moons! (flea markets)
it's fun fun fun in korea. go anywhre :)
