OK, no matter how crazy this sounds, it could be. But it wouldn't be the bald eagle. That's already endangered, and our national symbol. It would be some eagle or other large bird that is native to the middle east.
Personally, I strongly suspect you are pulling our leg.

I think you are being extremely silly and gullible. And it is obvious you know very little about raptors (hawks, owls, falcons, eagles, etc.)
First, the Bald Eagle is still an endangered species, so using them as suicide bombers would be a violation of federal law. And the Animal Rights fanatics would go completely bonkers if we did this.
Second, the Bald Eagle is not native to the Middle East, so any sighting would immediately be suspicious, and the bird would be shot down before it could deliver any ordnance.
Third, the Bald Eagle doesn't hunt humans -- it hunts fish and small game. So you couldn't train it to attack humans. The only reason a trained raptor would go to a human was if the human was holding food -- so the only time it would attack would be at lunch or dinner, when the bad guys are hiding in the shade, out of sight. Not a particularly efficient system.
Finally, as you said, the Bald Eagle doesn't have enough lift capability to deliver a bomb big enough to do significant damage.
Final tally -- Effective scheme - 0, Totally ridiculous idea - 4.
Thank you, but try again.
==================
Camels as carriers of surreptitious bombs -- possible, very possible. The North Vietnamese and Viet Cong used to strap bombs onto water buffalo and send them in the direction of American Soldiers with some success. Of course, we don't have too many camels in the US. And then, if we were to use camel bombs, I'm sure the Liberals and PETA would immediately start screaming bloody murder about our unethical, inhumane methods of conducting the war.
So that rules out that idea, too.

i think of you're being incredibly stupid and gullible. And it extremely is evident you recognize little or no approximately raptors (hawks, owls, falcons, eagles, etc.) First, the Bald Eagle continues to be an endangered species, so using them as suicide bombers would be a contravention of federal regulation. And the Animal Rights followers would circulate thoroughly bonkers if we did this. 2nd, the Bald Eagle isn't community to the middle East, so any sighting would in the present day be suspicious, and the fowl would be shot down before it may grant any ordnance. 0.33, the Bald Eagle does not hunt people -- it hunts fish and small game. so which you're able to not practice it to attack people. the only reason a experienced raptor would circulate to a human became into if the human became into protecting nutrition -- so the only time it might attack would be at lunch or dinner, while the undesirable men are hiding interior the shade, out of sight. not an extremely useful equipment. ultimately, as you pronounced, the Bald Eagle does not have adequate advance potential to grant a bomb sufficiently enormous to do substantial harm. very final tally -- effectual scheme - 0, completely ridiculous thought - 4. thank you, yet attempt lower back. ================== Camels as companies of surreptitious bombs -- attainable, very attainable. The North Vietnamese and Viet Cong used to strap bombs onto water buffalo and deliver them contained in direction of yank squaddies with some success. of direction, we don't have too many camels interior the U. OK!!!! With the whole 1,000,000 bald eagles that are still living!! Whoever told you that is an idiot. No it would'nt work even if it was real. Because the animals would end up just randomly killing people.

No They Tried to use Bats during WW2 to carry Incendiary devices and it didn't work then. There are always screwball ideas floating around. Why would they think of that when Cruise missiles are so much more effective.

The eagle plan has been scrapped. Its been proven that a flying saucer piloted by kamakazi bigfoot is far more effective.
