I've not experienced it before but maybe I can give you some useful info. The neck surgery might have injured a nerve and are causing the swallowing and voice problems. I would advise you to see a doctor and get a referral to see a speech and language therapist. The therapist will be able to help with your swallowing and voice issues.

Yes, three times. I lost my gag reflex and I choke on foods if I'm not careful when eating. It's all part of it, not much you can do. See a good neurologist
