easy. its called the 8th and 15th airforce. i take it that you've read up on operation barbarossa? if so then you will know that the germans had air superiority but they had to transfer most of their front line pilots and planes to cover the country due to "maximum effort" or strategic daylight precision bombing. hitler grew impatient with goering's promise of "no allied bombs dropped on german cities". thats why you have pilots such as galland, reudel and others staying in germany. another problem that the germans had was one of production of planes and pilots. for every plane shot down by the germans there was always five more to take its place and the same can be said of the pilots as well. the russians and the americans had an excellent training program that was far away from the fighting while the germans routinely had to scramble for cover day in and day out. the training was abyssmal and grew worse as the war dragged on. the u.s. and the soviets didn't become superpowers for nothing.

I'm assuming you're trying to ask about the Eastern Front of ww2 and whether the German had air superiority. They did until about late 44 as Russian planes were significantly inferior along side their pilots. That said, little is spoken about the air war in the East because most Russian industrial centers were located around the Oral Mountains making the bombing of cities effectively worthless. The times when the Germans did bomb cities (Leningrad and Stalingrad) there was no gain. In addition the Germans only had around a 1/3 of their airforce in the East as the aerial bombardment of German cities forced the Nazis to keep most of their airforce defending German cities and industry.

in fact during the opening phase of the operation Barbarossa the Germans achieved the air supremacy almost immediately by destroying parked russian air force in its airbases.
later the Germans had not enough planes to fight the russian planes affectively. in adittion not every single russian plane was inferior in comparison to the german ones.
xcellent pieces of russian WWII air force inventory Il-2, La-5 FN, MiG-3 -unfortunately oddly used as a low level fighter while being designed to be high altitude interceptor.

You use present tenses meaning what period,WWII?OK,Russian planes didn't suck,the Yak of 1942 were solid and pleasant to fly and they took down many transports in their attempt to supply Stalingrad by air. The Russians had standardized production which increased their production numbers to unprecedented hights also enabled by the American assistance in secondary war materials(vehicles,cables,telephones,uniforms,food tins and armored vehicles and planes used in secondary fronts) which left the Russians to concentrate in the main production lines of planes tanks and guns unimpeded.The Germans on the other hand were hampered by the production of too many models
of aircraft which had an adverse effect on numbers in production and spare parts....

If referring to WW2 then it was because supply lines were to long with regards fuel, replacement planes and aircrew. fighting on two + fronts with the German Airforce thinned out between, Italy, North Africa, France, Belgium, Holland, Poland, Latvia, Finland, Norway, Greece, Romania, etc...etc...

If you mean WWII it is easy. German planes are made out of steel and if they are shoot it needs to week to get repaired. Soviet planes are made out of wood and paper, Special paper and they are easy to fix. One more thing, soviet people number are great, and they can produce many more planes than Germany.
Russian planes don't suck. They are still superior combat planes in the world. They are better than German Tornado or new Euro fighter.
