I have been trying to look away from this guy angrily telling him I am BACKING OFF as he has wished after he has snapped at me once. However, he still looks at me when I happen to see him. He is pissed off when I look away angrily. The other reason why I look away angrily is becos I am trying tell him to stop looking at me as it disturbs me. Haven't I fulfilled what he wanted?

It is his pleasure to get under your skin and bother you. Such is his purpose in life.
Completely ignore him. Don't look at him, don't talk with him or nothing. From this point on he simply does not exist. Keep a smile on your face and absolutely refuse to let him occupy and corrupt any part of your mind. If you do this...and are determined to give him no attention, he will have no choice but to go away. If he should confront you physically or aggressively block your way, then report him. If you stick to ignoring him...and at the same time maintain a pleasant friendly look on your face and attitude (clearly showing him that he doesn't exist) he will simply fade away...back into his little mind.

Maybe you should just stop looking at him, and he will change his mind or you will go on with whatever it is you were doing! It seems as if you both keep looking at each other.
