This isn't really a proper question, but I assume you've downloaded the basic, free version of some software, and now you want to upgrade it to the full version. That will cost you some money (after all, programmers and their companies have to eat). That's why they want your CC info. Remember, there's a difference between "upgrade" and "update". If it were just an update to freeware, that should be free.
