Dorothea Lange and the FSA photographers are excellent examples. Another example with regards to how a photo has influenced social change is William Henry Jacksons photos of Yellowstone from the 19th century which sparked perhaps the first conservation/environmental movement in the United States with the establishment of the National parks system.
Perhaps the biggest social changes are not the result of fine art photography or photo journalism, but advertising/ commercial photography. Photography sells products and ideas. Unless you are talking about illegal drugs, products don't sell very well without photos. As to what products shape social change that were promoted with photography: how about cell phones, computers, and ipods just for starters.

In the stone age people saw their reflections in water.
Later metal was a source of reflection, then glass and mirrors came into being. All these reflections were momentary and one couldn't keep them.
When photography was born this was the first time man saw himself and his world in new and unique way. He had the memory imprinted on his mind but also had a photograph to show his friends and family and generations to follow.

Usually by providing a graphic illustration bringing the issue into the public forum, here are just a couple of examples.
Dorthea Lange's images of people displaced partly as result of the dustbowl in the 1930's helped the plight of poor migratory workers.
Peter Dombrovkis provided images of great beauty that underpinned the fledgling environmental movment in Australia.
