it can be a nervous habit. But some guys do it as a way to relax and reenforcement.
Women do it also. You can see women caressing thier necks, arms, and other parts of thier bodies

Okay well the rubbing oneself, it is just a habit. It is a tactile thing and it helps with nerves and such. It is like some women wring their hands, just nerves and a way to make it better. However, I have never rubbed another guy nor known any straight guy who rubbed other guys or would let another guy rub him. Soooo... I dunno what to say about all that.

It's insecurity. Men really need a beutiful woman to touch them on a regular basis. If not....rub thy self. I know I need and want a woman to touch when we are out, wether on the leg or on the arm. Insecurity.

Humans like to be touched and they like to touch themselves, it's because we are social animals and we are also pleasure seeking creatures.
We like the taste of food so we eat, we like not to be tired so we sleep, we like to be touched so we touch others (you scratch my back I'll scratch yours) and we touch ourselves.
Social conventions, especially in western society view rubbing as non-homosexual. From pats on the back, to sports celebrations rubbing is OK in the west.
In other countries, men kissing, or hugging, are socially acceptable, so it happens.
In the US for example, a man kissing another man is gay, in Iran its not.
(I'm not trying to sound anti-gay, but typically straight guys will not want others to view them as gay because it reduces their chances of mating with the opposite [female] sex.)

IF HE IS RUBBING THE GUY NEXT TO HIM...WELL I THINK HE MIGHT BE A LITTLE LIMP WRISTED......
HE IS RUBBING HIS ARM OR STOMACH FOR 1 OF 2 REASONS....HE IS EITHER NERVOUS TALKING TO YOU.........OR HE IS A CRACK HEAD.....MAYBE BOTH..............BUT IF THEY ARE RUBBING ON ONE ANOTHER......WELL MAYBE SOMEONE SHOULD HELP THEM OPEN THE CLOSET DOOR.....
