Not even sure about the 'ja' but it would be ok in general speech I guess.
= I still love you and yes I miss you
du is the subject form of you
dich is the object form
ich liebe dich = i love you
du liebst mich = you love me

I cant remember what noch means, but und ja ich vermisse du means and yes i miss you
