I believe it is an antiquated expression for 'respect the lord'. The English language has changed a lot over time, as has the meaning of certain words.
Actually, goinupru is correct. There are several words in Greek which mean 'fear' but different kinds of 'fear', just as there are several words for different kinds of love in Greek (agape and eros, for example). Sometimes words don't have an exact translation, so translators go with the most simple one.

The KJV Holy Bible says, "Fear of the Lord is the beginning of all wisdom."
Fear of The Lord...does not mean to "be afraid" of Almighty God, but it means to have great respect & reverential awe of & for The Lord.

The word "fear" as used in the Bible has a different meaning now.
Just like the word "gay" has changed from happy to homosexual to lame in the past 50 years.
The word "fear" is best described as a word meaning "respect of power".
If you fear the Lord, you respect him.
If you fear the devil, you are afraid of him.
The word has a different meaning depending on the context.
These days fear is just being afraid, the two words are synonymous.

To 'fear the Lord' means respect and honor. It can also mean for those outside of Christ 'to be afraid' because He is the ultimate judge and, for those who are outside of Christ - not saved, they have great reason to 'fear' (be afraid) of Him. However, whoever turns to Christ and professes Him as their Lord and Savior, then they'll have NO need to 'be afraid' of Him on the last day or when they die. They will 'fear' Him as in showing respect and honoring Him.

To fear the Lord means that you understand that He holds your life in His hands. He has the power and authority to allow your next breath or not. It means to love Him reverently, understanding that He is the most powerful being in existence.

To respect him, and to know he is powerful. To many people do what they want and sin and dont realize or care that God is there and could wipe them out if he wanted too. Know this is what the fear of the Lord means to me. Or what I've been told.
