Your question doesn't make much sense,

"how do I disable the windows logo for windows xp" - Do you mean the Windows Login screen???

If so, the only time "installing new programs" is dependent on Login status is when YOU have a Limited User Account and the computer's "Administrator" is the only one that can install new software. And, the Admin, justifiably, limits others from installing software to protect their PC from Malware.

ASK your Admin to install software for you, but, they may refuse if they feel that the program you want is suspicious!!!

If I misunderstood, re-post and explain in detail what happens when you try to install new software, with all error / warning messages. Then, we can try to help.
