It's a warning and a lesson. If you want to know what a person truly thinks and feels, listen carefully. You can't hide your true feelings forever. A generous person will say generous things. A selfish person, no matter how well they try to mask it, will eventually reveal that in their words. They can't help it. Their "heart" is so full that it overflows through their words.

Conversely, if you find yourself saying really nasty things a lot, examine your heart. Maybe you need an attitude adjustment.

You're quoting a verse from one of the Gospels (Matthew 12:34). It's in the middle of a fairly harsh denouncement by Jesus of the Pharisees. He's just healed someone, and they're accusing him of doing it by the power of the devil. They say that because they feel threatened by Jesus. Thus, their words show the fear and hatred in their hearts. So, the statement means that what someone says tells you something about him - in this case, about the Pharisees fear of losing their control and power. The same verse is found in Luke 6:45, in a more generic way.

Something moves you so deeply that you have to say something about it.

For example, if someone puts $10.00 in a charity collection box, that's nice. On the other hand, if someone puts $3,000 in, people take notice and comment on how generous it is.
