Okay, so what would be a good way of saying "I think you are so hot I want to jump you, but as I lady, I will wait for a few dates."

If he thought you were hot too, it would probably work and he'd start up a conversation.
Unfortunately it also shows that you're really foreward and he'd be leaning towards trying to get a quick physical relationship if you know what I mean.
edit: In response to your add'l info...trust me, if you're out at a bar, or something similar, it's not hard to know when a girl is interested...the point will get across. Just approach them and start talking...flirt, play with your hair, etc...all the obvious signs. If he's interested, he'll reciprocate.
Although, in all honesty, I think the "I think you're hot" thing would probably work. Guys appreciate honesty and not beating around the bush.

First, cool your hormones down a little, a stranger doesn't want to hear anything like that, that's wrong.
Just get to know the guy first, talk to them and learn more about them, this gives you the best ideas on how to go from there. Also it saves you from embarrassing yourself over someone who is already taken or gay.

I've heard stuff like that, or the occasional pinch on the bum, or "Yumee!" etc. I'm really flattered but I'm usually walking somewhere and it's a passing moment so there's not much I can do. Keeps me smiling for the rest of the day.
