At least in high school or when your old enough to drive.
Middle school relationships and below that are not even real relationships..."hey you wanna go to the movies with me and my parents??" lol Its pretty sad going on a date when your parents have to take you there.

there are some difference for that among people. physically girls mature a little bit earlier than boys. girls are like at 12-14 when you first menstruate. boys, partly because there is no clear indication, maybe wet dream, cares less and matures slower between 12 to 19.
you should get prepared with knowledge before your time comes. your mom knows that, but she may thinks that she will tell you later. you can let her know that you are already thinking about it and your time may come earlier. she will help you get prepared.

Well, if your talking about just having a boyfriend or girlfriend, then I don't think it should matter what age you are.
But if your talking about a meaningful, longterm, and/or commited bf/gf thing, then you should definetely wait until you're well into high school. One of those kinds of relationships can be really stressful or hard to understand until you're a little older, and it messes with your grades alot, which is something parents are concerned about.
To me, I think little fun, short, cute relationships can start in 4th grade. Real, meaningful relationships should start in 10th grade.

Now days people are getting younger n younger when they get a boy/girlfriend. So i don't think there is a right n wrong age. How ever if u are under 21, I belief that u don't do anything that u don't want 2 do just because he or she want it.

14-15 is a good age by that time you are in highschool and are alot more aware of your actions and their consequences. That is an age where you begin to become more responsible
