Call the police.... they will get reprimanded for disturbing the peace.... I'm assuming its chained outside right? The only thing worse then a barking dog is a owner that doesn't care and respect other people in the neighborhood and does nothing about the behavior...

There's really no point in calling the animal shelter unless that dog is being abused or neglected. Our dog is nuts and continues to bark - we found out that ppl have filed a complaint twice with the humane society when we lost her - but the humane society never did anything because when they came to check - she is healthy, water is available and not abused or neglected. I would say try and reason with your neighbors to keep their dog inside a little longer. We usually let our dogs out 6am to do their business, but we'll put them back inside the house immediately until it's time for us to go to work. Anything that happens after that we really can't control. I feel bad, but there's nothing more I can do except to keep them indoors until reasonable hours. There are also training aids available if your neighbors won't try. It emits a high or low tone when it senses a dog barking - this will stop the dog from barking - it can be used both indoors or out. Perhaps u can hide one of these in your yard near your neighbors with the lab. I'm not sure how effective they are.

1-go tell you neighbor at a time other then 5:30am.
2-if that doesnt work tell them you will call animal control.
3-if that doesnt work call animal control and file a complaint.
4-in my town 3 complaints gets the owner in legal trouble. and it helps if other neighbors have problems with them too. so ask around after step 3, and see if they will file a complaint.
if you dont want to confront them write an anonymous letter from a 'concerned neighbor' and say you will call animal control/police in the future.
i have the same problem with my neighbors husky, i usually can sleep through it buy sometimes it just wont stop, and they do nothing to quite the pup down. it is very inconsiderate, and also happens around 6am when they get up. they leave him outside all the time and he'll bark when he sees someone moving in the house.
good luck.

Start by asking the neighbor nicely to deal with the dog. If that fails, start calling them on the phone when the dog starts barking and ask them if they like being awakened at that hour. If they say 'no', then say, "oh, then I'm sure that you understand how we feel being awakened by your barking dog every morning at this hour??And perhaps you could bring your dog in and keep it quiet??" If that fails, contact your local animal control or the police to see about filing a complaint.
P.S... the phone call tactic worked a few years ago with a neighbor of ours whose dog was barking ALL night long. It took ONE 3 AM call to fix it.

1. Talk to the neighbor nicely in the daytime about their dog's barking problem...suggest they bring the dog in the house, so as not to wake up the entire neighborhood at 5:30 AM
2. If the barking continues, ring their doorbell when the dog starts barking at 5:30 AM, and very nicely tell them that you stopped by to let them know that their dog was barking and bothering your family's sleep...this time, ask them to bring the dog inside, so that the dog can be removed from whatever is inducing the barking.
3. Investigate your city's ordinances on nuisance animals. In my city, there is a fine of $101 PER dog, PER incident of barking complaints. That fine makes it VERY important to me that my four dogs NEVER bother the neighbors...that's why they are never outdoors alone...ever. Let your neighbors know about the consequences.
4. Give the neighbors a set period of time to stop the barking...if after, 2 weeks or so, the barking continues, it's time to call the police or animal control when the barking starts. Keep a log of the days/times the dog is waking you, and provide it to the police...mention to the officer that responds what the ordinance is (many don't want to push things like barking dog complaints, you may have to gently remind them that it is their job).
As a dog owner, I feel it is my responsibility to be certain that my neighbors are not bothered by my dogs...they never run the neighborhood off leash, they never sit outside barking uncontrollably, we keep the yard picked up, so as not to have offensive piles of excrement for the neighbors to have to look at, etc. It's owners like your neighbor that give dogs a bad name. Outside dogs nearly always bark...they are lonely, they don't get enough play, love, exercise, or often, enough food, water, and vet care. I love dogs, but dog owners have no right to make their neighbors lives hell...I grew up next to families with outside dogs, and I remember what it was like hearing barking all night...no one needs that.

No, dont call the police. I wouldnt, at least not without talking to your neighbor first. If you call the police, the cops will just go to their house and tell them that their dog is disturbing the neighbors, and then leave. If you tell them yourself I think they will probably do more to keep the dog quiet because they know exactly who it is disturbing, espcially if they like you. When it seems like their dog is disturbing a little annoying nark, they probably won't care as much. Thats what i think anyway...

There
s not too much you personally can do about that. Have a talk with your neighbors about it and ask them to keep their dog quiet. If that doesn't work, contact the city government (or apartment manager, if you live in an apartment) to complain about the issue.
Earplugs in the meantime...?

Now this is stupid right, but dogs got sensitive hearing right.
What goes on at 5.30.ish to make it bark
Simple fact here my central heating switches in at 6 am and the dogs become alert to the noise . they get used to it .
Stay friends with your neighbor and try find out what the dog is hearing at that time .. hope this helps.

Really the only thing you can do is talk to them about it. If your nice about it and they try and fix the problem you won't feel so funny when you see each other everyday. It sucks when your fighting with your neighbor. Good Luck.
