liner

Jason, many of us like to work off the tips of liner needles that are more exposed (I use a 5 liner a lot more than a three and rarely ever use a single so everyone is different) and this is not possible or practical to do with shaders, i.e., especially mags or you can get snagging.

I stand by my response.

Neither stick out further than the other. If anything, the liner would be, but they should be the same. The difference is that liner is usually just 1 or possibly 3 needles whereas the shader is usually more such as 7, 9, 11, etc needles so that they cover more area.
