If it is a federal check, then yes they can. The military cannot garnish a check from another source though.

But maybe you should figure why they are garnishing the check. Maybe you can make alternate payment arrangements.

Actually by law.. that I know if in Canada( don't know where you are situated, or if its just Canada) retirement cheques CANNOT be garnished.
