I have a bit of an idea of what it means, but I'm not completely sure. anyone know?

its highly insulting.
He actually thinks he can give you money to get you to have sex with him. Basically, he's calling you a whore or prostitute. He doesn't try to win you with charm or have confidence in himself that he could win your love and affection. He is also insulting himself: he knows he i so disgusting that no woman would ever want him, so he has to offer money to get someone to go to bed with him. Stay clear f this guy! Someone with this low of self-esteem is dangerous, he already knows he is at the bottom of the food chain, so what does he have to lose if he forces himself on you. DO NOT TRUST THIS WORM!

i think he wants to pay you for sex. 60 bucks means $60, and roll in the hay is probably sex.

He is asking for sex. Probably likes you and is just trying a lame pick-up line.

If you like him, why don't you respond with "too many pointed objects in the hay. How about the coffee shop instead?"
