It is used in refernce to Muhammad (pbuh) and sometimes to other Prophets like Abraham Noah Moses and also used in reference to Jesus(peace be upon all of them).
It is a very old practice and almost always used in speech.
For instance when i am talking to someone, especially another muslim I tend to say Peace be unto him or salAllaahu alayhee wa salam meaning may the prayers and peace of God be upon him after saying the names of any of those mentioned above. It is called "sending salah" upon a Prophet basically wishing the them best and is a method of showing the utmost respect to them. A similar term is used when referring to the Virgin Mary.
