They are not fried twice. It was a way to use leftover boiled beans. The beans are smashed and reheated with a little oil or lard. Real Mexican refried beans are not smooth and creamy like you get in restraunts.

Quick answer: It's a pinto bean, and they didn't. It's a translation error.
