It's hard to convince your parents to do anything but since you want to get your belly button pierced just ask them. I wanted to get mine done when I was 14 but I was told no. I was promised that when I turned 16 I could get it done. Well I recently turned 18 and just got mine done. Honestly it is different with each parent. But just show them how responsible you are and prove that you will be willing to take care of it.

Try being rational, and logical and explaining why you want to have one. Try acting like an adult in the other areas of your life, and they just may let you make an adult decision on your own.
Don't just go out and do it either. They will make you take it out, and can press charges against the shop that did it. It's even more dangerous to do it at home, with so many cases of infections and damaging nerves.

I'm 17.
I got mine done at 13.
I convinced my mom and dad by compromising.
(making a 3.5+ GPA for my first nine weeks of school)
I also explained to my parents that unlike a tattoo, a belly piercing is removable. It's concealed and nobody else is visible to it, besides me (unless in a swimsuit)
Good luck!
