The "Old Testament" is the Christian adaptation of the Hebrew Bible.
In the Jewish Holy Scriptures called the Tanakh, there is no word LUCIFER appearing anywhere within its texts..period.
The word lucifer is LATIN and means " morning star" the Hebrew word heylel is referring to the planet Venus for whom Nebuchadnezzar styled himself as a representative of the deity of Venus on earth..in the Christian Bible, they take that word and make it into a proper name, where it refers to the planet Venus in the Tanakh, it is personified into a name for their DEVIL..the demi-God of the underworld that is of the Christian faith.

There is no "fall" of angels in the Hebrew Bible.

The word lucifer was a latin invention by jerome.
The word used in hebrew describes the prayers the Jews say at the rising of the sun. The word is Heylel, a root for Hallelujah. Nebudchennezer had started to say them but then stopped.
The problem is, the christians invented this whole theology about a fallen angel, and then to their horror, they found the same word was used to describe the person they worship in their book.
So rather than fix an obviously flawed theology, Jerome stuck lucifer in there so it appeared the words were different to the uneducated.
The whole passage is a parable to nebudchennezer as it says in Is 14:4. You will recite this parable about the king of Babylonia.

You won't find this in the 'old' Testament, or Tanakh.
The 'haSatan' of Judaism is very different to the concept of the devil in Christianity. 'Satan' in Hebrew means 'adversary' and so that is what haSatan is in the Tanakh, he's a kind of prosecuting attorney - and he is LESS powerful than G-d. Judaism is of course monotheistic, which means that nothing else can be as powerful as G-d.

There is no mention of Lucifer in the Hebrew Bible. Satan is simply God's prosecuting attorney, or the accuser. He has no powers of his own. Lucifer is another one of the mistranslations from the Hebrew.

Lucifer (literally means the light bringer, as in he is of light, not darkness) was called Satan. Satan in Hebrew simply means, "The Enemy"
So when Hebrews went to war, they called the gods of other countries "Satan"
One god, Some believe Enki, others believe Set, was the god they chose to include in the bible as "Satan" when they wrote it.
There are followers who believe in Enki, and some in Set, and these followers sometimes refer to themselves and satanist, and believe that Satan rules the earth.
As they mature they usually begin to call their selves believers of Enki, or Set. No longer using Satan for shock value.
They believe Satan of the bible is made up, and fake.
and the whole bible is fake.
they believe Satan was in fact a God, and the first god, and Hebrews made him out to be weak, Evil angel, to hurt his rep.
Satanist believe he is actually good, and friendly, and supports free thinking.
So in an Esscense, some people do believe "Satan" rules the earth.
