Like the other post before me, I believe the Remington 700 to be the best long range rifle. It is available in almost any caliber you could want. I own a 700 chambered for .30-06 but I would never sell it, I might consider buying another 700 in different caliber though.

Whats your budget? I would say an AI in 338 Lapua Magnum would be best. Or the 408 chey tac. Both are excellent long range rounds. For practical money though I would say 300 Win Mag 300 Weatherby Mag or 300 RUM all 3 are good for thousand yard shooting and are readily available. maybe a 30-378 but you will find they are not readily available and same goes for the ammo for them. The Remington model 700 action is a tried and true action. weatherby mk IV actions are good. As far as bang for the buck I would say savage makes that. I hope that that helped.

Remington 700. It's probably the most upgradable centerfire rifle out there. Also it performs very well out of the box. Because this is a good rifle, the price is pretty high. It's about $700-900 depending on what you're looking for.

A Remington 700 is probably your best bet for a factory rifle. But a gunsmith named Kenny Jarrett makes rifles in South Carolina that shoot like a dream.They take about 90 days to build which is not bad at all for a custom rifle. But they start at $4500, which is their Beanfield Rifle. All of his rifles are amazing. I could go on and on but I'll let you read his web page, which has tons of cool stuff. Here is the site:

The best choice for your purpose is a 30-06 or 308 caliber in Savage or Remington Brand.* You could buy a used one and save even more $$$$$$$$$$.* A Model 70 Winchester if you can find one used at a reasonable price.* ...

I would recommend a Savage.... I have the model 110 with the accu-trigger 30-06.... very smooth action and can shoot just as far as the remington 700, just alot cheaper in price, I got mine with a scope for under $400 and it works fine.

+1 on the savage. great guns great price. but there are alot more gunsmiths that focus on the remingtons so if you plan on having work done to it or upgrading that might be a better choice.
