A snow tube has a large volume of air, but the pressure is rather low. To inflate one, you can use a manual pump or a compressor.

The typical 12 V air compressor used to inflate a flat tire will take about 15 minutes to inflate a semi-trailer sized truck tire.

Bicycle pumps come in a couple different styles. Some are designed to deliver high pressure 70+ psi, but they have a rather low volume per stroke. You'll be at it for quite a while with one of those pumps. Other hand pumps have a much larger cylinder and move much more air per stroke.

If you have the right type of air-valve fitting, you might be able inflate the snow tube with the exhaust side of a shop vac.
